Because he underestimated its power to make its wearer immortal, and assumed it to merely be a potent healing artifact, of which was true outside of Saber's grasp.

So he thought Iri's healing magic could substitute for it, all while Iri herself could be kept safe by having Avalon.

Also, having Saber win fights isn't his strategy. Kiritsugu's strategy is killing the opposing mages directly by himself when they underestimate him.

Urobuchi is a good writer you stupid children. But his hands are tied because Nasu is a fucking shitty writer who came up with a "lol I win" button like Avalon, and he can't just leave out Avalon from the story completely 8which is how he most certainly would have handled things if he was writing a new story of his own). And since Kiritsugu is characterized as a smart character instead of a dumb fuck like Shitrou, the only option he's got left is that Kiritsugu plain doesn't know how powerful the Avalon is.

Nasu's actually good on his mythology. He just does aesthetic stuff like King Arthur is a girl, Irish knights wear Spandex, Alexander the Great was 7 feet tall (Herakles was 12), and Gilgamesh is a bishounen in plate armor.
