As a white guy, I've had Japanese and Chinese people ask me to teach them to dance.

For MMD, it's probably because you have only scratched the surface of what there is to offer. Well, there's nothing absolutely crazy, but it's not all that passive.

For Idolmaster, it's probably because the dances are simple to animate, and all the audience cares about is whether the girls are cute. As you've said there's not much movement and they aren't particularly dynamic. The reason so many of these exist in MMD is also because it's easy to replicate.

Disregarding whether the animation itself is professional, it doesn't seem like just shuffling and arm waving. So, while it is true for the majority, there are examples of more active things that have been done(whether I succeeded in my examples or not).

There's nothing on the level of the dynamism and overall body movement of breakdancing or something, though, probably because animating it would be nightmarish and other styles of dancing are appealing anyways.

tl;dr You see a lot of it because it's easy, which is especially pertinent when we're talking about 3D. It also happens to be how idols dance, both because it's considered an easy path to cuteness and most idols are not actually very talented in dancing(but people still want to see it), so there is that factor as well. If you watch enough 踊ってみた videos on Nicovideo you'll probably find people doing stuff you like.
