Because it goes by memes, jokes, and names/themes. In that sense, Cirno and Utsuho would also work for Fool.

If we went by how the Tarot cards actually worked (in terms of what they're supposed to represent and not some fortune-telling bullshit), then whichever character we wanted to focus on most would be the Fool and all the other cards would be arranged depending on their relation to that character.

People need to understand what The Fool is. The Fool is not a moron, nor is it someone idiotic in any way. Naivety is a better showing of The Fool. The Fool is potential, unbridled and limitless. Everyone begins their journey as The Fool. The Fool is the only Arcana that can trump The World, but is also the only Arcana trumped by The Magician.

The best Fool in Touhou is probably Marisa, an "ordinary human" who goes on to challenge whoever she pleases without worry or care.


But nobody cares about the spirit of the Tarot anyway.
