I shoot knees to ensure a sufficient pool of recruits for guard positions.

I get the feeling enemies are a wee bit too strong most of the time. Either I one shot them with my bow, or they take even more of a pummeling than the average dragon does. Why?

Because humanoids are always pretty weak, but things like giants are of a higher level than you for most of the game. Dragons are set to your level, so they're always a challenge, but not indomitable.

Giants? I normally snipe then into submission before they get too close. But humans? Oh boy, they can take dozens of arrows and even with a companion and a summoned fire lady while emptying my entire magic bar and shouts, they just won't go down.
