How come Assassin never 'assassinate' anyone in this Fateverse?

Why didn't Illya's mom and her friend just fucking shoot Kotomine while he was tied up and trying to break free
Why didn't Kuritsugu just fucking shoot Kayneth while he was down

this show is painful to watch
