Well, "Gensokyo" is just a region of land. Illusory land, now, but still contiguous, and once physically inhabiting what we arbitrarily call "the Outside World."

The first border around that region of land - about 500 years ago - was at the least one of Yukari's projects to help strengthen the power of youkai, threatened by human expansion.

The Great Hakurei Border, on the other hand, is not recorded; we don't know if she had a hand or put a suggestion in for it in it, but we assume some kind of connection due to association.

a) prevent outside humans to invade it and hunt to extinction fairies, lesser youkais and other races
b) prevent inside youkais to fuck the outside world up with their powers (namely Yuka, Medicine, and others who are either extremely powerful or hate humans)
