Suika and Yuugi are the most resistant to it, since they're oni. The tengu are also said to be very good with alcohool, so we can presume Aya, Hatate and Momiji can handle it without a problem as well.

Most characters are known to show up for Reimu's parties to drink...

I can't help but to believe the fairies would be the weakest.
