It'd need to be one of those multi-season anime that runs for hundreds of episodes to fit in everything that's been done. Not to mention hiring possibly 100+ seiyuu would basically need to suck up all the existing talent there is today. The fans wouldn't have it any other way because everyone would want to see their favorites appear and at the very least get an arc that lasts a few episodes. Obviously the playables and their closest friends would be much more consistent, though.

The project would be so huge and so incredibly big-budget that it's no wonder ZUN doesn't like the idea.. no one could do it the way he'd want, and he almost certainly wouldn't be granted the extent of control over it that he'd need to make it "authentic" in his eyes. If ZUN could wave his hands and make a perfect 300 episode long Touhou anime of which every single frame and line all came direct from him, he probably would, but he can't (not yet at least), so he doesn't consider it feasible.

there are far too many characters to please everyone since everyone wants theirs to be the lead.

then there's the problem of canon and fan jokes, those who hate them and those who adore them.

Too many variables to make an 'official' touhou anime

MMORPG where you can make your own touhou in gensokyo might be fun though
