As far as I know, fox ears stand up more often than they lie flat.
Going to assume that she's shorter when the ears aren't included, though, since they're flexible. If you measured to the tip of the ears, it would be a bit like measuring humans from the scalp to the tip of the toes, bending at the heels.

Although I admit it was a pretty damn bad example since humans don't really have anything flexible resembling animal ears at the extreme ends of our bodies. And if I'm not mistaken canines are measured up to the shoulders, so that isn't much help either.
