It isn't even ZUN's doing, most people here have an ideal Gensokyo in their heads that is made up of the visions of other people, an amalgamation of all the good and pleasurable things that fan works generally display. So therefore this ideal Gensokyo that people are thinking of is really a mental feedback loop fueled by other people's perceptions which in turn is fed to other people, spiraling downward like a flushing toilet into some kind of phantom vision of Gensokyo made entirely of the fantasy of the fans, and not of ZUN himself. Even he said that he would not want to live in the actual Gensokyo. This doppelganger is what draws people in, it just so happens to look almost exactly like the real version.

a friendly version of gensokyo (or at least relatively benign compared to zun's own conception of the area) draws people to want to travel there, live there etc.

if one limited oneself strictly to works that were 'canon' (hahaha fucking hahahahahaha oh god hahaha) then one would swiftly see that gensokyo is a pretty murderous shitheap which operates on the same dynamics your own world does (the strong do what they can and the weak suffer what they must) except kicked into some hilarious overdrive (the 'rich' literally eat the 'poor')
