I'm not sure if C > E is still true for the project. I took a look at some of the translators and they are doing Japanese to English. I just know at first they were Chinese to English. The main translator right now at least is Japanese to English.

The /a/ Raildex General scanlates the Railgun manga, and it is released by Overload Scans. (They are also working on a VN and an RPG. Both of which have reasonable progress.)

The LN PDFs can all be found here (ant this link is updated whenever new PDFs are made), but you don't want to read the PDFs because those have the rough translations that weren't proofread, unlike the ones on Baka-Tsuki:

I don't think so. He just does it because he likes it. Some people have asked him to do the Horizon LN or help the Fate/Hollow Ataraxia translation in the downtime once he has all of the LN volumes translated and waits for the ones to be newly released, but he hasn't decided yet. What is awesome is that he completely translated the latest one, NT2, in under a week.

New PDFs are going to be made once the Raildex General is done with cleaning, re-scanning, translating all of the images and the LNs are fully proofread and fixed. They are forced to move fast because /a/ now moves fast enough to kill threads that haven't been bumped for over an hour. Three hours when it is slow. There is also the added problem of the anime bringing in undesirables and trolls. I shudder to think what will happen if Funimation actually releases the BDs and it gets a western fanbase outside of 4chan. Last year and the year before it was normal to have a thread last form 4 days to a week.

The /a/ Raildex General purged the threads of imagedumpers, shippers, and powerlevel-obsessed people. Because of that, the discussions there have been without those things at the consequence of all Raildex threads outside of it being trolled into oblivion and called autistic.

It might take a few months. The image-related process is going smoothly albeit slow due to the effort put into it. The LNs being fixed is another matter because of the damage done being irreversible because of the previous versions with past-tense being deleted from the Baka-Tsuki archive and the main editor being very busy, so that is unknown as to when it will be done. Another small problem is that the people with high-quality scanners don't own the physical volumes and the people (like me) who own the physical volumes don't have access to high-quality scanners. All I have access to is industry-grade 3D printers because my university is an engineering school and lets you use the 3D printers as long as you pay for the materials used.

There isn't really much in the way of 'powerlevel climbing' in Index. I mean, Accelerator is stronger than he was in the start, but Touma has pretty much been the same since the beginning, and Hamazura doesn't have any powers.

It adapted 2/3 of SS1. So start on volume 14. However, the anime left out most of the characterization, thoughts, action in the fights, exposition on magic and ESPer powers, politics, key plot point parts, and censored much of the content that wouldn't fit a JCStaff show. Not to mention the anime raped volumes 2 and 4 to the point that the Deep Blood arc had half of the content of the LN version and the Angel Fall arc was nearly completely rewritten. So I suggest reading the LN before you go on, but volume 14 is what you want if you are too lazy to reread them. Volume 14 hasn't been raped in terms of tenses, but 15 and 16 were.

As of NT2, he is tsundere for Touma and they are pretty much teamed up alongside Shiage under the leadership of Leivinia Birdway. Besides Accelerator and Etzali, there has never been a powerlevel climb and almost every character has gotten weaker over time.

The hierarchy has been really high from the beginning. What with Index, Aureolus, Accelerator, and Gabriel being introduced in the first 4 volumes. But it is pretty much set with AIWASS being the highest, followed by Aleister Crowley, and Touma with his arm cut off. According to the LNs, 2ch discussions, and charts made by 2ch.

Accelerator isn't written logically, because that would pretty much remove all tension in any situation and have it easily solvable. Similar to why Gilgamesh always makes stupid decisions in TypeMoon material.

Nope. He has been obsessing over him as a "hero" ever since about volume 15 and is now sided with him in NT2. He admires the fact that he can live a double life of fighting people and normal life, but is annoyed at Touma for attracting so many women and not acting serious. Shiage on the other hand is a complete bro and is inspired by Touma's harem. This is of course after they see Touma get extremely drunk to gain courage to talk to the girls who think that he is dead, somehow encounter 10 of them in rapid succession (including Awaki, who he only met once, and a catgirl who looks and acts like Nekoko (which is hilarious when you remember the artist for Index, Haimura, was the artist for Yume Miru Kusuri)), troll them, and bring them all home to his apartment.

Plus he pretty much got over that when they fought again in WW3.
