So... How are the Touhou Oni different from the Oni-seijin from Urusei Yatsura? Can either Yuugi or Suika use electricity? Or fire?

If anything, Suika seems to be more like Son Goku from Journey to the West with all her size-changing/duplicating nonsense.

But nope they've got their own individual powers. Although we have no idea what Kasen's is or how Yuugi's actually works.

Suika uses fire, and Yuugi's spellcards have mention of water and storms to it.

Well... starting with the obvious, Touhou oni are not aliens but mythical creatures in the classical sense. Although I guess it's not impossible the UY oni too are mythical creatures from their planet, seeing how *everyone* in that show seems to be from space.
Second, outside of brute strength Touhou oni have abilities that are either mystical in nature or left unexplained, while UT oni have abilities that are (pseudo-)biological in nature.

As for fire and electricity, those seem to be individual powers in both series, and not default racial abilities.

Well as I was saying, the two oni that do danmaku, do have some elemental nature about them. Suika's use of fire in the fighting games, as well as Yuugi's cards like "Storm on Mt. Ooe" and "Dreadful Raging Waves", though the second one doesn't really have much to do with water.
