They'd need to have a physical body, so only Saber or Gilgamesh (post-Zero) are capable of doing it from the Servants we've seen.

Saber has another complication, what with her body being halted by Caliburn's magic. That may prevent pregnancy, it's unknown.

Gil could probably have a child with little consequences except that he technically carries Angra Mainyu's curse (simply without succumbing).
