A while back I saw an ambulance bus (even marked as such) on the news following some big to do that I can't quite recall. Basically it was built on a school bus frame. So we do have big ambulances for large-scale incidents.

Vehicles in the style of that super ambulance there are more often used as mobile police or fire department command centers.

Bystander effect only works when there is a disconnection and dissociation between the event and the bystanders.
