I think it's a combination of several factors, including the Ono no Komachi thing.

- She's visibly endowed in SWR.

- Her outfit is well designed for breasts. A top that would easily show off cleavage and a belt that keeps her top fairly secure against her body.

- PMiSS describes her as "tall and imposing". Now, it's well established that Akyu's not the most reliable narrator we've ever read, but I would guess physical size is probably not one of the things she fudged.

- She's had them for a long time. (Yuuka placed third in that popularity poll despite last appearing in a game over 6 years ago. Can you stand it?) Being oversaturated with them has conditioned the fanbase to expect them to the point where the odd picture where she's visibly flat looks really bizarre.

- Her memetic mutation makes them make sense. Because she's tall and has a questionable work ethic, especially when compared to her workaholic direct superior, this means she has to be a huge-breasted slacker klutz while her boss is an angry flat midget. Because that's funny. And it only gets funnier the more it's perpetuated. Really. It does. Honest.
