Fans just do as they may. Yukari's flat as a board in her in-game appearances, this is especially painfully obvious in her IN portrait.

Some artists seem to have the consensus that more power/late-game bosses = more mature, and the early bosses are little kids. Being more mature, naturally breasts come with the deal and so sometimes they spontaneously appear.

I really hope Mamizou doesn't turn into a tit monster though; I don't like it when a couple artists go way the fuck overboard and suddenly it's not "correct" to draw the character that way unless she has beach-ball tits.
