There is no set time for an Original Video Animation.
The core of it is basically how it doesn't air on the TV-Networks, or, wasn't made for them at least.

45 minutes is a typical length for a short movie.

Since it's just an aspect of Arcueid, as long as Arcueid thinks of herself as Arcueid, it'll be Arcueid, and if she begins to think of herself as the Crimson Moon, she will be the Crimson Moon. If the Crimson Moon aspect ever gains long term dominance, then the Arcueid we know would be "just another aspect of the Crimson Moon".

No, DoO developed inside Tatari (which is a world on its own) and went through different events than Sion. Arc and CM Arc have gone through the same things, you cannot compare them.

The only thing I can remember that ever got retconned more than once is when Fate/Stay Night takes place.

It went from 2004 to 2002 to 2004 to 2000 (same year as Tsukihime).

Which then canonizes Fate/Zero as 1990.

But I don't really think this means Fate starts one or two days after Tsukihime ends, just that Tsukihime comes before Fate.
