Because the mass majority of OEL games are focused on shitty ass otome games for liberally autistic girls, who squeal and feminine boys wearing hairclips to tout their masculinity.
Nukige in the west is limited to design, plus authors are scared to even go into the nukige market.Instead focusing on trying to make a horrifiyingly insepid story, but realizing they can't draw or formulate sex at all.

I've considered making one, but it'd be embarrassing to link my identity to such games, and making one anonymously would feel just wrong.

Also, most nukiges are commercial since sex sells, and commercial OELVNs are rare to begin with. Link that with people not wanting others to associate them with porn, all-ages apparently selling well here and Jast & MG bringing over nukige that the west can't really compete with, no one has any reason to make one.

The reason there are no amateur OEL nukige is because nukige need event CGs, not only sprites, and you need a competent, developed artist to do that properly - and no good western artist will willingly associate his name with porn for free.
I do think there's a market niche for a commercial OEL nukige, though.
