I think it's supposed to be referancing shinto (animism, everything has a spirit, etc) and that considering how you wouldn't just toss an old teddy bear on the ground, you shouldn't do it with cigarettes either.
Cultural inside joke as a means of saying "please don't litter" is my guess.
