The only non-youkai beings in Gensokyo are the gods, humans, hermits and possibly ghosts.

Yousei are youkai. It's in the name, dammit. They basically mean the same thing: it's just that the defintion of "faerie" didn't originally mean "small tricksy winged girl" (exclusively), that was "pixie", and pixies are of the fair folk. So when faerie was made japanese into yousei, it meant the same thing as "fair folk", which is functionally identical to "youkai" (all things supernatural but not divine).

While I think that Shinigami would mean ''death god'' in english, they are a different species than that of a god. The Japanese don't connect words as we do.

Shinigami are the japanese mutation of the Grim Reaper.

The Grim Reaper is never acknowledged as a god, it is more like a force of nature.

It may serve God as an angel of death, or serve Satan as a soldier of destruction, or serve nothing but time itself as a facet of the universe. Death stops for no man, it offers no commandments and demands no worship.
