Touhou has other creatures other than youkai: humans, immortals, fairies, vampires, aliens, gods, underground youkai and ghosts.

From my POV, after reading all the mangas and finishing all the games, being one of the strongest youkai isn't really a big advantage.

I don't think Oberstein's actual capabilities were ever really explored seeing as 90% of his schemes were cockblocked by Reinhard instantly and he didn't appear more than a few isolated times between the end of season one and his failed term as the leader of Heinessen.

Also his scheme to exchange the hostages for Iserlohn failed miserably.

Whenever Kircheis suggests Reinhard do something, which happens a lot, he's right, and when Reinhard goes against his advice fuck ups happen. It's particularly obvious in the side stories that Kircheis has a higher powerlevel than Reinhard (or maybe it's just that I've watched those more recently so they're fresher in my memory).
