She's a leprechaun. Red hair/blue eyes = Irish heritage, plus she wears green and fights with rainbows.

It'd also explain why she isn't actually that powerful; she's just using an imitation of ki magic.

Why would she disguise herself? Probably a.) to blend into Gensokyo and b.) so people wouldn't constantly try to catch her and ask for wishes.

It'd also explain why a Chinese-seeming youkai came in with SDM even though SDM was warped in somewhere from Eastern Europe.

Don't know from personal experience, but doesn't seem to be a rule.
Of the two regular security guards at my university, one is "the coolest among god's creatures" as Linneaus may have worded it today.
The other one... pic related.
But at least unlike Meiling, he doesn't seem to eat humans.

I don't know. He goes around, does his rounds, rarely communicates except for talking down on people or threatening with violence.
Basically the sort of guy who probably wanted to be a soldier or police officer, but didn't pass the social part.
