Nobody knows who Hakurei is, though there's been plenty of theories.
The god was almost certainly involved in Gensokyo's creation, given his or her shrine's role, and according to Byakuren, is pissed off at Reimu. That's about all we know.

You got it all wrong, Reimu's non-incident shrine maiden-ly duties involve making various rituals which aim for doing specific benefits like ridding the amount of mischief in youkais by half (SaBND), which are the things that keep her god alive. In fact, the donations are an act of faith, the lack of these are one of the reasons she does the above.
