IRCC while her ability is powerful, she can't actually alter already recorded history. That means that whatever isn't recorded (such as events in a current fight) is game for her to manipulate.

Akyuu constantly records the events which take place in Gensokyo, so there are no worries of her pulling off any crazy shit (which she would never do).

She has the (near-useless) ability to alter perceptions of history in normal form, without being able to actually change them.

However in were-hakutaku form she can actually change history. She doesn't delete it though, she can only make it.

She wrote Gensokyo's history, actually, so Gensokyo may have originally not been that old/populated/interesting etc at first, but Keine wrote in a rich history so I suppose the youkai feel at home, rather than like they're purposefully isolated from our world.

Keine could do spectacular things as a hakutaku, but she's very.. principled, I guess is how you'd put it, she uses her power responsibly. I guess as a wise teacher youkai she knows better than to fuck too much with the past unless she wants to get master sparked (guess that happened anyway). The fact that Reimu remembered where the human village was when Keine tried to hide it (using her weaker normal ability) shows that alterations that Keine makes physically happen, but anyone who is around the old version still has the memories of it. So, if Keine did a bunch of crazy shit as a Hakutaku she'd get hunted down and forced to change things back or some such. Maybe create a huge pile of money falling out of the sky onto Hakurei Shrine too.

The ability to change the past isn't everything though, like with current "incidents", for example if Keine doesn't know anything about Remilia's past she can't change it to prevent her porting SDM to Gensokyo, for example. Although.... if she really wanted to, she could just write up a new story for Remilia and change that, that's where her ability seems to be overpowered; she can't delete history per se but the ability to create it allows her to make all sorts of roundabout methods of basically playing god. I suppose ZUN felt like he limited this ability enough by making it only happen during full moons.

So, does this imply an explanation of the sudden loss of everyone before EoSD? (apologies for explanation in advance, I've mostly played the games and not read the works).
From the stuff I have seen of the touhou fanbase, most of the characters from before EsOD area treated as either not existing of never interacting with gensyoko (sidenote: Why can Reimu fly in space? Or is that her flying through a dream?); including things like Alice's sudden growth into a semi-adult.

Also, it was mentioned Reimu was killing people (some of her dialog with Remilia in EoSD implies this), but I doubt she's killed all of those characters, else we wouldn't have Marisa, Yuuka, and Alice.

OP Here. Just found this; it's KeinexMokou, but I think it's more deep friendship as opposed to hot, heavy lesbian sex. But then again, I haven't read it yet. It looks sorta dark though.

I suspected that at least one person would think it was a yaoi thing. The manga is called Akatsuki Wo. Google it if you're suspicious, but I've just read it, and it's fantastic. And not yaoi, which is always a plus... Combined, this page and last give a nice insight into Keine's past.
