You don't know how vampire mechanics work in the Nasuverse. Roa didn't suck Arc's blood. She sucked his blood and accidently poured some of her own blood into him.

This was explained in the far side routes (the part with Sacchin). When Sacchin sucked the blood of some businessman she turned him into a living dead because she accidentaly poured some of her blood into him, because it was the first time she sucked someone's blood.
