Otaku culture is more abstract, and seeing as there is a seperate board for anime, cosplaying, and video games (which all are a part of otaku culture; video games depending on what kind it is), it is obvious that such a term requires actual definition before being thrown around.

Also, wanting to be a little girl and cross dressing has nothing to do with otaku culture. That isn't to say that cross dressers cannot be otakus, but they are two seperate categories and yet /jp/ still accepts it.
