Personally I think it's the fact that with a tablet (unless it's one of those insanely expensive ones with a screen inside) you're drawing on one surface and looking at another. If you're a total drawing noob that might be harder to comprehend while also trying to master your actual skills. Drawing on paper means you're drawing and looking at the same surface, so it's admittedly a little easier to learn on.

You don't need to be an expert to use a tablet, though. Just have a few basic skills to where you're comfortable drawing on paper and drawing on a computer should be just as easy.
