Tenshi's is 有頂天変　～ Wonderful Heaven, the moonspeak component of which could be a few things. 有頂天 could be 'rapture' or 'above the sky', and 変 is 'strange'.. or 'change' in one reading.

Tenshi Hinanani is Chiquita Dragonforce.

Because people figured she looks spanish, and before it was translated that she was a Celestial, it was assumed she was a dragon, because Gensokyo's weather is controlled by Dragons.
