I hate that this is the most common misconception of all of Touhou.

Youmu is a Half-PHANTOM, not a Half-GHOST.

In Touhou, GHOSTS are 亡霊 (bourei). PHANTOMS are 幽霊 (yuurei).
YOUMU is a 幽霊と人間のハーフ

Phantoms couldn't possibly breed, as they are not even people. It's more like she's just a part of special type of humans who have their souls on the outside.
