Isn't Suika's scenario in IaMP considered the official one because it's Ending 1?

She's one of the few characters that actually won a fight against Reimu. Suika is still awesome and broke. She'll remain a eX boss for a long time.

Tradition always has the token old character at level 3 or 4, and that's where Suika should be. Reimu has been a level 4 boss so you don't have to be mid tier to be one.
