Alicesoft, like essentially all similar companies don't sell there products outside of Japan and by extension don't do localizations. The whole Rapelay incident a while ago demonstrated why they don't perfectly, they don't want to sell to western customers because they know it will start a shitstorm with western governments and thus it's not worth the effort.

Not like it really matters because people outside Japan that want to play it will just wait for the inevitable fan translation and pirate it.
