No, but as long as your plans are limited to Tokyo it's not as bad as if you planned to go to Tohoku.
On the contrary Kansai, Chuugoku, Shikoku and Kyuushuu should be no problem at all.
Of the major attractions around Tokyo only Nikkou was affected/inaccessible iirc.
