I decided to do some research (READ: Looked at porn) and have created a list ranked by sluttiness. The rating is percentage of images of that character that are rated explicit.

It can safely be assumed any character above the average is a slut.

Uh... This doesn't really work.

A character tag + explicit rating only means that there's *someone* being slutty in that picture. Not necessarily the character you're searching for (who may just be a plushie somewhere in the background, or in a totally different frame of a comic).

I can't think of a good way to do this accurately and quickly. But you may be able to get a decent result by just taking a large random sample and manually sorting through pictures.

OP here, I am not autistic enough to examine a random sampling of 56 different touhou characters. I am sorry.

Also, I didn't see how it mattered if there were multiple characters in an image, some not being slutty. Since this is likely to happen to many different characters, overall the errors should average out.
