Nasu already wrote F/SN with King Arthur as a male, it was a novel he wrote in high school. The main character was a girl instead and there was less sex if any sex at all (I'm uncertain).
When he re-wrote it as a VN, he decided like many Japanese do that it would not sell unless it had ero. Since ero from a female protagonist's perspective would be both uncomfortable to write and less desired by otaku, the story at large was changed for a male. (The female protagonist was nothing like Shirou at all, to note.)
He also felt it made King Arthur's tragic tale, well, more tragic if she was a cute little girl.
