Omniscience (or omniscient point-of-view in writing) is the capacity to know everything infinitely, or at least everything that can be known about a character including thoughts, feelings, life and the universe, etc. In monotheism, this ability is typically attributed to God. .

So, is she omnipotent?

We only know that she has the power to absolutely differentiate between black and white. So, Yukari would cover her butthole in fear everytime she hears her name since she is afraid of getting anally raped by her.
She is most likely immortal and cut of from the cycle of life, too.
But she is no monotheistic god. She is extremely wise and knows everything about the denizens of her jurisdiction, but not literally everything there is to know about the world.

She can discern whether or not a person (in her jurisdiction) is worthyof entering heaven or damned to hell, so I assume she has knowledge of one's character and their history.

Her knowledge is not just limited to the dead (see, PoFV where she's picks a fight with everybody else), meaning she can tap into the histories and characters of the living.

Although she cannot read your exact thoughts (like Satorin), is she capable of discerning any mental problems or deficiencies someone has? Let's say someone is aware they have a problem, but they don't know what it is. Would Shikieiki be able to answer?

She is the highest judge of paradise, the last station. She needs to know everything you have done and thought in you lifetime to make a right decision. And it seems like you don't necessarily need to be dead for her to be able to do that.

I think Shiki can do the same with the dead too. She must have some kind of "jurisdiction" with them too since she basically works with both 'sides'.
