Who cares if they can't fly out of reality, in Gensokyo even farmers can end up thinking "Alright, this year's harvest is good enough, let's do something more fun for winter" and act as a youkai hunter with hoe and pitchfork danmaku. Reimu personally says that the reason Gensokyo is a paradise for everyone is that everyone has the power to run around causing/solving incidents. The reason youkai can't normally fight against the Hakurei maiden isn't that the Hakurei maiden is necessarily powerful, it's because killing/incapacitating her may weaken the border and fuck up the awesome wonderland they worked so hard to set up, and all Hakurei maidens regardless of power enjoy this "immunity" from youkai attacks.

Speaking of that, we do need a farmer loli with pitchfork danmaku. There'd be futa doujins with her, Minoriko and Shizuha where she visits them to ask for a good harvest and gets her ass and vagina harvested instead, which would be great since Minoriko and Shizuha need more love.

a. Kanako gave untold power to someone she never met before, with no way to control anything she does whatsoever.
b. Yatagarasu, who itself is a fucking god ranking above Kanako (well, Shinto tiers not ZUN tiers), is inert and/or completely okay with anything Okuu may try.
c. Okuu is somehow compelled to oblige to spellcard rules, even though she believes herself stronger than the enforcers of those rules.

It's kind of messy, the spellcard rules make it impossible for characters to kill each other in danmaku, to which all battles starting from EoSD are forced to be like (the most technical game mechanics don't really apply so don't bring that crap in). Okuu can't kill the shrine maiden, which would then make Gensokyo collapse, so she instead has to beat her in a spellcard battle and then rampage the upper world, I can imagine that not taking a few moments, that is, incinerate everything.
