It's been around since his high-school days.
He came up with the idea because there weren't any shrine-maiden games at the time, and he wanted something original and interesting. So there, Reimu was born. Shortly later, he gave her a place to live, and that place was Gensokyo. So of course it's been around for a very long time. And nobody is a bigger fan of it than ZUN himself.

The author seemed to take interest mostly in the flora of Gensokyo, so he was likely a botanist. But the manuscript contains much more not in the slightest related to plants.

The language it was written in remains undecyphered to this day. It would be impossible for a man to create a cypher so complex that years of our modern technology leaves it untranslated. Likewise, its far too detailed and structured for it to be a Hoax.
