There are multiple hells and presumably multiple heavens.
The Primary Hell is for sinners.
The Netherworld, wherein Hakugyokuro is the heart, is a neutral heaven for non-religious or spiritual people.
Bhava-Agra is akin to Nirvana, where humans who achieve Enlightenment live for eternity. Celestials, humans chosen by gods on high, live here as well.

Red pill.
I would die and become a ghost. My first instinct would be to avoid all notice and make way to the Hakurei shrine and find Mima. She could still somehow have a normal life as far as normal goes in Gensokyo. If that does not work, I would escort myself to Makai and teach myself magic. The air wont be harmful as I'm already dead, but I will still reap the benefits of magic augmentation.

Once I become powerful enough I could re-enter Gensokyo without risk.
