If people don't come to Reimu's shrine because of the youkai that reside there, why doesn't she just realize things and cut all ties with her non-human friends and never let them in? That way her shrine could be succesful and she would actually get paid when solving incidents instead of people not even knowing she did.

She should make her mother proud and care for the future of the Hakurei instead of having all that friendship crap.

Not to mention that doing such a thing would not only cause a huge bad reputation (it's just wrong to do so being a Shrine Maiden) but also make Youkai who lost their place to roam around anywhere else.

Everybody who puts his name under a spellcard signs the contract. That's it. Most youkai agree to it since they want to fight Reimu, but still don't want to purge their existence by getting rid of the Hakurei border. Others are just scared that Reimu will exterminate them seriously.

No, it's not written in PMiSS. You have confused two stories here so I will set it straight.

The story about the contract with the vampires happened when the vampires first set foot into Gensokyo. The vampires did what they want without restraint and the youkai of Gensokyo who lived in semi-peace for so long had grown weak. But the sage youkai managed to make a devils contract with the vampire race which forbid the vampires to harm humans as long as the sage youkai provide them with blood.

The second is the part about the spellcard rules. It's only one little page in PMiSS, so read it again. It's a completely differnt story.
The spellcard rules were introduced by Reimu herself.
