Why DOES everyone follow the Spellcard rule Reimu made up, anyways? Characters like Orin and Utsuho have full intent to kill and take Reimu's corpse or eat her flesh, not to mention they were stuck underground with no contact with the upper world. Why would they obey the law their victim set up herself?

Orin specifically keeps tracking you down in Stage 6 after her boss fight because "oh oops I forgot if I want your corpse I better take you down before you get fried" and Okuu has dialogue suggesting she wants to eat Reimu after deep-frying her. She DID just go mad after eating the corpse of a god, after all.

In Byakuren's case, she just got released from being sealed. How does she even have spellcards?

This, essentially. The endless battle between youkai stirring up trouble and humans putting them down is necessary for Gensokyo to function properly. But Reimu - one of the humans best equipped to do it - is at once so hax/important that youkai can't really win such a fight, and too lazy to want to deal with every troublemaker in Gensokyo. So, spellcards. Youkai can still cause trouble, and she can still resolve them, but 1) nobody has to get into a hopeless battle to do it and 2) it means humans who couldn't defend themselves normally can call spell-card duel and not die whether they win or lose (so less for her to deal with personally).

It's easy for the person with the superweapons to make the rules.

The mating ritual of the modern Touhou is complex and deep. During periods of great stress, usually brought on by environmental events such as unusual fog or violent weather patterns a Touhou will become agitated from normal behavior and take to the sky in search of a mate. When a possible suitor is discovered a terse verbal exchange is made in which the two Touhous evaluate the willingness to mate of the other party. If both parties are prepared to reproduced they begin the complex mating dance of the Touhou.
They release haploid gametophytes called "danmaku" in a semi-random pattern over an extended period of time. This danmaku is comparable to the way in which plants release large amounts of pollen over a wide area. However it also serves another purpose. Much like the peacock's plume the way in which a Touhou arranges danmaku beautifully demonstrates the sexual fitness of a potential mate. If a danmaku reaches an egg, sometimes called a "hit box" then that Touhou will typically become submissive and follow the now dominant partner to a new location for tea, a necessary nutrient for the growing child.
Due to the semi-random nature of danmaku based reproduction breeding there are sometimes accidental fertilization, resulting in unusual combinations of mates, also known as "crack pairings."
