Too bad whole Final Fantasy 8 world is stuck in the timeloop. It actually become very obvious at the very end where Ultimecia "pass" her witch powers to Matron. Also Rinoa in "present" = Ultimecia in "future". Squall was actually dead and Rinoa hallucinated, then turned crazy as years passed.

That time loop is only for witch powers. Time moves forward for everything else, only the Sorceress mantle is looped for eternity.
