without getting too into it, it doesn't matter, because when they do it can be hard to even walk effectively and can even be considerably uncomfortable/painful in normal dress depending on their size. it's also very embarrassing, but that's a societal issue that should be evolved away from(although it may not be possible).

and note that here we run into the issue of whether one should live in near-paranoid accommodation of fairly extreme cases(making it a grey area in etiquette), which is why i mentioned it as an afterthought.
