The ability itself is almighty but that doesn't exclude the fact that the user (yukkari) can't still have trouble harnessing that power or using it to its full potential. Its been implied in SSiB and the Lunar war that Yukari can only effect the lunar border during the full moon. Yuyuko also stated that even Yukari can't effect a border as powerful as the Hakurei Border on her own.
