I really want to play this. However, I've heard some rumors that the anime is considered better than the novel.

The anime is pretty good as far as adaptations go, however, it fatally lacks gameplay. Which wasn't that great anyways, but having to earn your plot through stages made it more interesting to play.
Kinda depends if you're just looking for an easy way of getting the plot.

The adaptation was good and brought the game from "plucky SRPG militia" scale to proper war scale, albeit with cheap CG.

The adaptation gets really rushed and confusing as fuck at the ending, though.

I'd recommend watching both. The game has many, many scenes that weren't used in the anime, while the anime has some OVAs with stories not present in the game.

The voices are from the PS2 version, which was released after the anime, and used the same VAs from the anime. So, yes, same voices as the anime.

One for each of the main girls - Eruru, Yuzuha, Touka, Karura, Urutori, Kamyu (can't remember if Kuya or Sakuya get one) - though Kamyu's is broken into two scenes. They're somewhat tacked on, so you won't miss much if you ignore them.

I might be kinda biased, but I fucking love Utaware. It's long, yeah, but the gameplay makes it less monotonous, and the storyline is pretty interesting towards the end.

The game was released back in '02, and including voices in a game wasn't as common then (Higurashi, Ever17, Da Capo). It was originally on CD, which didn't have enough space to add in voices with acceptable sound quality for the length of the story. After the anime was successful, they used that to fuel the all-ages PS2 version, whose DVDs had the size (and need) for voice.

The way they only hint that Yuzuha is blind only on the opening, and the reference to Dori and Gura special attack (on the OP also) is gold.
OVAs are fine too.

Play the game, definitely.
And do it on the highest difficulty so that you can feel that you have accomplished something special no matter what you end up thinking of the actual story.

The suspense is also vastly greater in the game.
