I'm using a file extractor that I downloaded off of hongfire.
It can take certain types of files called .nei (kinda like the .lst files that illusion uses) among other things and turns them into text files/images/sound etc.
The .net files function as the structure of the system which tells the program where to look for the correct files when it loads a scenario; it also also provides a text repository.
The particular one with all of the different positions is called cs_play_skillrev.nei and seems to show when certain new "abilities" can be unlocked based on character stats and levels.

Care to elaborate? I was under the impression that PD is slowly replacing Share in terms of peer (to use BT term) count and availability for new files.
To be honest, I was using both Share and PD for old/obscure files so I got shit speed on both.

PD has higher bandwidth/storage requirements. It has a minimum upload limit of 100kB/s, which is enough to cripple most home connections unless you're in east Asia or northern Europe.

It is, slowly. Because it is newer, it won't have as many users until its growth has caught up with Share's. This may or may not have already happened; all I know is that the last I read about PD it hadn't yet.

That's because they're old/obscure files, it has nothing to do with the networks. Infringement runs parallel to sales; a game which is hot in stores will also be hot on downloading networks. If nobody is buying the game then you might not find anybody seeding it either.
