I suppose the spell-card rules are in place as some form of mutually assured destruction, quite a few of them are capable of destroying or at least completely wrecking Gensokyo, so they just tone it down a bit to prevent blowing away the place they live in. Its also possible that the local physics of Gensokyo are tweaked a bit to prevent characters from blowing the place away.

I honestly try to disregard anything that Rinnosuke says, since ZUN seems to be trying to make Gensokyo a lot more like Discworld: instead of just being a place where the magical beings of the world have exiled themselves, it has its own laws of physics that apparently don't apply in the outside world. And despite claiming that Gensokyo only exists as a place in and of itself due to the border around it, that it's physically contiguous with the outside world, he uses its reputation as a fantasy paradise to invoke forces like how things that are fantastical in the outside world somehow make their way into Gensokyo. It's nearly the law of Narrative Causality, except it has to do with myths instead of stories. Can you imagine what it'd be like if everything mythical wound up in Gensokyo? For one thing, Paul Bunyan would live there, and so would Chuck Norris. Can you imagine if the promise offered by every advertising campaign found physical reality in Gensokyo? Can you imagine a paradise filled with the perfect coffee, the perfect MP3 player, the perfect chocolate bar, the perfect operating system?

The second part of your post is almost incomprehensible to me, but I'll say anyways that it doesn't seem to me that souls would end up in Muenzuka unless they were geographically near there anyways. I imagine souls would find their own way to the afterlife, be judged (by someone other than Shikieiki, probably), and reincarnated despite not passing through Gensokyo. There's no reason for them to end up there, after all.
