OP should know this already, but prostitution is illeagal but largely overlooked as long as they pay the police regularly and don't do anything too conspicuous or otherwise illegal. The whole yakuza thing helps keep it around too.

Code of the Neshilim: Raping pigs and dogs are a capital offense, but horses and mules are okay. If a pig rapes a human instead, that's also a capital offense, the pig will be slain. However, if an ox rapes a human, then the ox is forgiven. If a woman is raped in her house, it's the woman's fault for getting raped and she'll be killed, if she's raped outdoors it's the man's fault for raping her and he'll be killed. Incest is a capital offense unless you're a god, then it's okay. Homosexuality is also alright.

Note that those are practically the only capital punishments given. If you commit other, less severe crimes like arson or manslaughter, you're just obliged to pay a fine. Woman also had more or less equal rights with men, so it was quite possible to be a lesbian ojou-sama during the Hittite period.
