That's merely a product of being the newest kids on the block, and Kogasa, Murasa and Byakuren were all huge hits pretty quickly with Nue not terribly far behind.

With Shou and Nazrin playing off of each other into non-obscurity, Ichirin is eventually going to be the only one to whom that statement really applies, because no one cares about her when they have Unzan to memetically mutate.

It's really a shame, because she's actually quite attractive.

The popularity of characters doesn't really need time to develop. Look at the three fairies for proof of that. Even Hatate gets far more attention than Nazrin, Ichirin, and Shou combined.

Hatate also had an unfair advantage in that she could directly play off Aya for shenanigans immediately. The Palanquin ship folks had to stand on their own to get popular, and I think they've done fairly well in that regard. (Also Nazrin will always be some level of popular simply because she's commonly depicted as flat.)

There will always be Touhous that are more popular than other Touhous, but I think one would be hard-pressed to claim very many Touhous are actually UNpopular without including "relatively". My short list of "unpopular" Touhous would be Letty, Ichirin, Medicine and the Akis - I wouldn't include anyone else from UFO on that list.
