- You install the ISO
- You install the patch
- It still won't work

I'm betting your problem is:
- Open control panel.
- Region and something or other, I haven't used Windows for a while now.
- Look for a setting that changes your system locale.
- Set it to Japanese.
- It should prompt to reboot. Do so.

If that doesn't work, ask again.
