You have got to be shitting me, clearly you underestimate how fickle the human being is. Even if your city is small, it's a job based on digital data, all you gotta do is start saying that you are up for it. Trust me, you can find a lot of people willing to pay for a batch of pictures that need retouching. I've seen many designers doing it, because it's too tedious and time consuming, and they have to spend said time working on other stuff.
